Yes for the moment, BUT, you will have to ask your ISP to allow content into your home, which means you will have to be on a list. What will happen to this list a few months after that? I wonder.....Police now dont have to ask courts to track individuals like they used to, yes thats right they had the power before hand if a clerk thought the police had a legitimit reason to track you they could,BUT now they dont even have to ask! Being a yank, I don't know the precise issues in the law but when I was last on your side of the pond a few years ago (visiting relatives in Wales to be precise), my VPN worked just fine. I use VPN4All but my guess is any would work. Just VPN to Belgrade and go from there. Has the government restricted VPNs also? My guess is no because businesses would be upset. They just want to protect the kiddies and - more importantly - get the votes of the parents.

VPN still need IP addresses and go through a ISP,using a VPN only means it goes from your ISP to a company server that hides your actual IP to one of theres.The govenment is tracking ALL IP's including those going to these compainies, they then demand the logs from them...If the company refuss to hand them over they tell the ISP to block access from UK lines to that companies IP address.
NO internet activity is 100% untrackable because of its nature....The police ALREADY had powers to track illegal activities by way of submitting a request to the court service, these new powers means there answerable to no-one! Any organization or person that has absolute power ALWAYS BECOMES ABSOLUTLY CORRUPTED! There was no need for these powers the only thing that has changed is now EVERYONE is spyed on with no one for them to answer too! Nazi state anyone?

The e-petition 'Do Not Force ISP Filtering of Pornography and Other Content' signed by you recently reached 37,657 signatures and a response has been made to it.

As this e-petition has received more than 10 000 signatures, the relevant Government department have provided the following response: In his speech on the 22 July[1], the Prime Minister announced a set of new measures for the internet industries to help parents keep their children safe online.

From the end of this year, when new customers set up a broadband account, they will be prompted to set up parental controls.
If a customer repeatedly clicks ‘yes’ to get through the set-up quickly, filters will be automatically selected. Parental controls are easy for the account holder to change, so customers who do not want filters can simply switch them off.
In addition, parents will have the option to customise filters, so that only the categories of content that they choose will be filtered out in their household.
The Government is aware of concerns that filters may lead to over-blocking.
A UK Council for Child Internet Safety working group will look at this issue specifically and will report back to the Ministerial chairs.
If a consumer or a website owner feels that a site has been wrongly or unfairly blocked, they can seek redress directly with the relevant internet service provider (ISP).
ISPs have contracts with their customers which include good practice Acceptable Use Policies (AUPs) about what may be hosted on their servers.
Most AUPs already contain a general clause which allows them to remove sites or content which contain inappropriate or offensive material, even if it is not illegal.
The Government expects these sites to respond to complaints quickly and effectively as it is they who are best placed to deal with these issues.
In the UK, we support a self-regulatory model for the internet industry as legislation can rarely adapt and change quickly enough to respond to the constantly evolving online environment.
It is important to note that in an open society like ours, it is necessary to find the right balance between protecting the public and legitimate freedom of speech.
The Government will continue to work with ISPs and the rest of the internet industry to help people enjoy the benefits of the internet safely.
