Why don't more services have closed caption as an option for people who can't quite understand, hear, grasp, or get the full sentence, phrase, questions, taunts, comments, charms, erotica, and so forth?

People already watch and re-watch the same videos over. Providing an option to watch the videos with captioning will probably decrease the number of times which guys are saying "What did she say?" as many times.
Within random ballbusting videos, they're either talking too fast, too low, too high, away from the camera [facing the victim / busted], while they're busting the guy, making each word they say pair with a smack, slap, kick, squeeze, punch, tug, twist, chomp, push, uppercut, stomp, headbutt, grind, elbow-drop, butt-drop, jump, flip, split, pinch, cinch, tie, flick, pop, tap, pat, splat, crush, or crunch.
Sometimes the guy will be moaning, groaning, shouting, screaming, yelling, yelping, shrieking, or sighing. These things make hearing the woman difficult.
Either that, or the woman are just whispering, blowing, sighing, or making expressions, noises, sounds, etc into the guy's [or guys'] quite titillated ears.

Regardless of any random thing, having a bit of captioning in porn, hentai, adult cartoon, and other videos which the sites provide would help somewhat.
Something that they say to the man has made the person feel anxious, carnal, horny, perverted, stiff, thick, bulgy, swollen, or otherwise quite excited and energetic.
The viewer can barely hear what that erotic lady says.
Occasionally, they say the phrase just before delivering random attacks within some part of the quite sexy video.
Maybe before launching her last attack[s], part of the video, ... or random mixture of pain & pleasure.
Every few videos or so, the lady will say any kinky thing just before she decides to reward him honestly for being such a "good sport".
Rewards usually deal with some form of either sex-play, sex-job, erotica, arousal, pleasure, excitement, mischief, poses, positions, or techniques with him.
