That would depend on how you classify 'cumming' some people say its the ejaculation, some say its the actual orgasm. A man can ejaculate without orgasm and this is used a lot by Dommes as orgasm denial. Its commonly called 'Milking' I have talked to a few 'Dommes' that use this but they gently squeeze the balls with their hands, but I cant see why it wouldnt work with feet :) The guy ejaculates but has no orgasm and therefore very little pleasure.
