I came across this image from RaptureVision (http://kinkwhore.com/?p=1478), using fire in cock torture. Anyone try this at home? It seems like too much could go wrong, and with any decent torment would come lasting damage...

Anything involving flames coming up from the skin is either:
a) causing very, very serious damage and probably permanent scarring (or worse)
b) done in a special-effects manner such that it causes no pain and just looks showy

This is quite certainly (b). I'm sure it's a pretty good mind fuck, but probably not particularly painful.

The basics of doing (b) involve having a layer of water with a layer of a flammable liquid which burns quickly but not that hot on top of it. You set the liquid on fire and as it burns, the water evaporates creating a temporary vapor barrier. Even still it's not something that lasts for more than a couple of seconds or you risk burns. I don't know enough to do it, but I've known people who did (not with the genitals, but with fire on their arms or chest).

I wouldn't recommend doing it without an expert or else your attempt at (b) might instead wind up as (a).
