That's definitely Dutch. I can speak German and I can guess a couple of things. I can try to translate:

ga --> (maybe) gehen = go (like in Newcastle)
met --> mit = with
de --> die = the
gebruik --> gebrauch = use
I think that means: I agree with the terms of use.
