What I think happens in this is that the female queen casts a magic spell that holds the male character in place, creates two magic orbs that are I think connected to his balls, and then begins to order her female guards to kick them.

What appears to be the leader of her guards, Larch, runs in and tells Queen Zoltia, "Zoltia-sama! "
Zoltia: "Please report the situation, Larch."
Larch: "I'm very sorry, Zoltia-sama. The enemy has entered the laboratory."
Zoltia: "Chk! What a useless man."
The rebel leader busts in-- "Zoltia!! I've finally cornered you, Zoltia!"
Larch: "I am your opponent!"
Rebel: "Where is Princess Soluna??"
Zoltia: "Behind this door. If you want to save her you must defeat us first."
Rebel: "That's exactly what I want! Come at me!"
Zoltia begins her magic...
Rebel: "Wh- what?? Again I...can't move my body!!"
Zoltia: "This time that's not all..."
(the golden balls appear)
Rebel: "What in the...what did you...??"
Zoltia: "It's just simple magic. If we hurt these, the same
feeling will be conveyed to yours. Right, then, guards....hurt them!"
Guard: "At once!"
(She kicks the golden ball, it slams into the wall. Rebel is hurt XD )
Zoltia: "This magic...perhaps you're enjoying it? "
