I think it's different, with guys, a relatively light impact can cause surprisingly a sharp sensation of pain. It really doesn't take much pressure for the testicles to send tidal waves of pain to your brain.
Sure it hurts a woman to get kicked really hard in the groin but it takes a harder impact. That is from my experience anyway, play-fighting with my girl cousings, trust me I have tried kicking girls in the crotch and it doesn't work unless you get a really good shot. For example, light slaps, flicking, tapping with a pencil, etc... Those wouldn't be enough to hurt a woman but they are enough to make a man squirm in pain!
I think if you are talking about a really hard, solid kick, that will hurt either a man or a woman pretty badly, but your average hit to the groin is much more likey to cause a guy to double over in pain than a girl.
