If you're you're using the Free-download, then Part 1 uses all available bandwidth. 479 minutes is the message I got when I tried to download part 2, immediately after the 1hr 15min download of part 1.
If you use a proxy to mask your IP, you can probably get around the time wait for part 2, as it told me my IP had exceeded the limit. Then told me what IP it recorded.
