And as for the what happened before that...
Bomb Queen was one of a group of super-villains...Ice Queen, Drama Queen, Scream Queen, and herself. After being betrayed by the group, she essentially killed them all. But, Ice Queen survived, got a sex change, seduced Bomb Queen to gain access to her stronghold, and then betrayed her again. Breaking off her new penis while her ice powers on high was Bomb Queen's form of retribution.
